Daniel G. Turner
Dan Turner is the Risk/Safety Manager for the City of
Fresno in Fresno, CA where he has been employed for the past
35 years. As the Risk/Safety Manager, Mr. Turner’s
responsibilities include the daily supervision of the City’s
Workers’ Compensation, Property, and Liability programs. Mr.
Turner also oversees the management of the City’s loss
prevention program and is significantly involved in the
agency’s compliance with a number of Federal and California
State mandated programs.
After receiving his post graduate degree and serving with
the U.S. Army, Mr. Turner was employed by the City of Fresno
and began his career working in the area of employee safety.
His responsibilities increased to managing the City’s
multiple insurance programs and eventually included the
development of a number of employee training programs.
When Federal drug and alcohol testing became mandated,
Mr. Turner was assigned to implement the program which
included the initial negotiations with the City’s bargaining
units that were affected. Over the course of the program,
Mr. Turner has presented a number of training sessions to
employees and managers who are involved in the agencies drug
and alcohol testing program which includes over 700
employees. Mr. Turner also coordinates an employee
assistance program that allows employees to return to
productive work after a positive test.
As a recognized specialist, Mr. Turner has been invited
to speak at conferences and appear as a guest lecturer at
California State University, Fresno. He was also one of the
members of the original steering committee that organized
the Central San Joaquin Valley Chapter of the Public Agency
Risk Manager’s Association (PARMA).
