Jerry Powers
Jerry Powers is the FTA Drug and Alcohol Program Manager.
Mr. Powers is responsible for all aspects of the program
including the audit program, Drug and Alcohol MIS, substance
abuse seminars and other technical assistance efforts. He
received a Bachelor’s degree in Mathematics from
Northeastern University in 1989.
Mr. Powers came to FTA from the USDOT Volpe Center in
Cambridge, MA. He attained DOT & DOD-wide experience in his
16 years at Volpe and versatility in terms of coordinating
programs both policy and technical-based. A lifelong
interest in public transportation led to his working closely
with the FTA’s Office of Safety and Security on various
issues including the addition of causal factors and the
overall revision of the FTA National Transit Database (NTD)
as well as authoring the FTA Transit Safety and Security
Statistics & Analysis Annual Reports and Newsletters.
Mr. Powers has been a key contributor to the FTA Drug &
Alcohol (D&A) Program since 2000 while performing audits,
training seminars, and authoring the Program Assessment that
quantified the cost and safety benefits of the Program. He
acted as the on-site FTA D&A Program Manager from August
through December 2003.
Mr. Powers joined FTA in September 2004 looking forward
to the challenge of contributing to safe, equal and
efficient public transportation. He feels that FTA’s Drug
and Alcohol program is an essential element in fulfilling
that responsibility to the tax paying public. All issues and
