Jessica P. Gil, C-SAPA
Jessica Gil is the Drug and Alcohol
Program Manager (DAPM) for Los Angeles County Metropolitan
Transportation Authority (Metro). As the DAPM for the
largest transit agency on the West Coast for almost twelve
years, Jessica has been instrumental in implementing and
administering Metro’s current drug and alcohol testing
program.
Jessica has participated in two FTA
audits and many other program audits and internal reviews.
She created forms and templates, which she periodically
revises, to facilitate documentation and compliance with
federal regulations and company policy. Some of those forms
were included in the FTA’s Best Practices Manual. She
co-trains Metro’s management and supervisory staff on
reasonable suspicion determination in accordance with
federal guidelines. She ensures that Metro’s employee
substance abuse awareness training is in compliance with
federal regulations and company policy. Jessica oversees
revisions to Metro’s drug and alcohol policy and the
safety-sensitive job classifications list. She also ensures
the compliance of service agents by staying in daily contact
with them as well as performing periodic walk-through visits
of Metro’s contracted collection sites.
Jessica obtained an undergraduate degree
from California State University in Los Angeles and an Adult
Education teaching credential from UCLA extension. She has
also earned the designation of Certified Substance Abuse
Program Administrator (C-SAPA) through the Substance Abuse
Program Administration Commission.
Jessica resides in Long Beach, California
and joined the Transportation Safety Institute in 2005, as
an associate instructor for their Substance Abuse Program
Management course.
As an adult educator and lifetime
learner, she is always eager to network and find new and
effective ways to manage Metro’s program. She also enjoys
sharing her expertise with other designated employer
representatives, service agents, or other interested
parties, whether they are experienced or new to the field.
