Manny Chavez
Manny Chavez is the Operation and Training Manager for
Preferred Alliance, Inc. in Lathrop, CA. He has over 17
years of experience in providing drug
and alcohol testing programs
for FMCSA, FAA and FTA
transit. He has a Bachelor of
Arts degree in Sociology with
special studies in Drug and Alcohol Testing/Abuse Programs
from Almeda University. He is a
certified Trainer for Department of Transportation Urine
Collection Procedures. He is certified
as a Department of Transportation, Breath Alcohol Technician
(BAT) and a certified Instructor for both Urine Collection
Procedures and BAT training.
Manny began his career as an Educator in 1981 as a
teacher in a private school in Riverbank, CA. After teaching
for nearly 10 years, Manny made a career change and became
Program Manager for Health Services Benefit Administrators,
Inc. in Livermore, CA. He began by managing non-regulated
drug and alcohol testing programs in the private sector.
When the DOT handed down their mandatory guidelines for drug
and alcohol testing to all of its modalities, he assisted in
the development of a dba company called Preferred Alliance-a
Third-Party-Administrator (TPA), which is now Preferred
Alliance, Inc.
Through the years, Manny has attended seminars and
training courses to obtain a greater knowledge of the
Federal Drug and Alcohol Testing Industry. Manny is a member
of SAPAA and stays current on all certifications through
their training institute.
To date, Manny is the operational
heart of Preferred Alliance, Inc. in managing all of the
drug and alcohol testing programs. He oversees the random
selection process and pool management. He is also an
Instructor for both Breath Alcohol and Urine Drug
Technicians. He is the exclusive Trainer for Kaiser
Permanente’s Occupational Health Clinics throughout the
State of California. He is a seasoned professional in the
field of drug and alcohol testing having overseen 170,000
urine specimen collections, and coordinating over 2500 drug
and alcohol testing programs. He moved through the
ranks at Preferred Alliance to become Director of Operations
and Manager of Training for the past thirteen years.
In his present assignment, Manny manages FAA clients as
well as the other modalities. He provides MIS annual reports
and necessary documentation for California Highway Patrol
(CHP) inspection programs (FMCSA). Manny also assists DERs
with program and policy questions daily. It is common for
Manny to spend a good part of his day on the telephone with
a DER, Federal Auditor or CHP Inspector assuring compliance
for his clients.
Manny became an exclusive Trainer
for Kaiser Permanente’s Occupational Health Clinics
in 1997, and joined the Transportation Safety Institute
Associate Staff Program in June 2005.
