New Best Practices Manual: Example Drug and Alcohol Policies and Procedures

The Best Practices Manual: Example Drug and Alcohol Policies and Procedures contains drug and alcohol policies and procedures that are intended to update the original example polices that were first published with the Best Practices Manual: FTA Drug and Alcohol Testing Program in March 2002. These example policies have been reviewed and determined to be current and fully-compliant with the revised 49 CFR Parts 40 and 655.  The document also contains three template policies that may be adjusted or tailored according to the needs of any employer.

The Administrator has determined that the random drug testing rate shall remain at 25% for 2008.

In 2006, the FTA retained the random alcohol testing rate of 10 percent (reduced previously from 25 percent).
